Congratulations on your new puppy.
I would say it depends if you are on the first floor or not.Any higher than the first floor I would definately be keeping my baby away from the patio.
As for pads,I live in an apartment and I use the washable pee pads.All you would need is two to start and just change every couple of days.Of course you would have to pick up the poop after every time,but it will save you lots of cash not having to buy the disposables.You can get them in cool designs too. I got mine from a YT member(little bit).They are reasonably priced and great quality.
