I had the same problem. I got the potty pad holder and on occasion they still would have some issues. I spray a couple of squirts of bitter apple spray on the pad and it has stopped them from ripping it up. I was concerned at first it would stop them from using the pad but that hasn't happend. I don't spray it all the time now but if they have an incident I will spray the next few pads and it stops the behavior again. I don't know if this will help you or not but it's something to try.
