She doesn't seem to be getting much stronger, we are keeping her on a heating pad set to warm which is the lowest temperature.

I don't know what to tell you other than take her to the vet. But, it sounds like she's having some sort of issue with her digestive track. The baby beef liver water shouldn't have caused that.
