Apparently the same thing that makes a "teacup" special. Shih Tzus are not supposed to be 3lb dogs. I seen a shih tzu in someone car with them one day that was supposed to be ultra tiny and it just looked very sickly to me. Their eyes are big enough compared to their face. Stick that on a teeny tiny yorkie type frame and it just looks gross IMO.
