I have no idea why she is doing it, unless she is just thinking she is playing. If you gently but firmly (I know this is hard) flick her on the nose when she bites, and say NO then she should distinguish the difference between playing and biting. It may take some time. Also I would get a chew toy that you can play tug of war with, she may be teething and just need that interaction that tug of war gives.
