Lol, the vet doesn't know very much about this, if he thinks a dog psychiatrist can stop marking. Studies have shown that marking is almost impossible to stop. I do think that since he once use to notify you of his need to go outside, he may have felt like you were ignoring him, and just went in the belly band, and so has given up telling you that he has to go pee. To really train a dog to go outside, you can never ignore their cries to go outside. You also might want to consider teaching him to ring a bell for going outside. I think you need to take him outside on a regular basis, and remove the band, and praise him for going pee. Also regular walks help reduce marking inside a house. A dog that is allowed to mark the neighborhood, which is his territory, doesn't have as strong of an urge to mark the smaller territory of his house. Marking will increase when you add new dogs to your family, the dog is telling other dogs, this is his space.
