I was one of those that questioned the difference between lifting his leg to pee and actually marking. Winston has ALWAYS lifted his leg to pee, and ONLY outside...he is 100% potty trained, he NEVER pees in the house. But anyway, he was neutered at 6 months...I think you're fine to wait. How much does he weigh? Don't neuter yet if he's tiny.
