I use collars for tags 24/7, even though my guys are also chipped. As you know, never use a collar for leashing due to the trachea. For small dogs, you really must fit the collar appropriately - you really only want your pinky tip to fit through the collar and the neck area. If it's too loose, it could get caught on something.
