Max used to be like that when he was a puppy.
Have you tried rubbing the food in your hands a minute before putting it in the bowl?
Sometimes I would hold it in my cupped hands and breath out onto it too.
He is fine now.
I always serve his food into his bowl with my hands only.
I read on the Dog Whisperer that it is a pack leader thing.

Also, try adding soft food to it in the bowl.
And try putting his "treats" in the bowl for him to take them out of.
