Default HELP!! Fatty, fatty two by four!

Obviously exercise is A #!! Unfortunately I have a tubby freeze baby that won't even go down the block if it's below 40 degrees even with a warm sweater on. I have tried the treadmill, but he puts the breaks on. I have both the boys on free feed, Bogie needs to lose 1-2 lbs and is a bigger eater than Woody who is a mych lighter eater (a snack of upto 10-15 tops usually 5-10 pieces of diet food probably 5-6 times a day) and between the two of them they share 1 bowl a day which is less than one what is recommended for one dog per day. Part of the issue is that my grand daughter has been feeding him as well over the last year, but we now have that under control. I have thought about taking him 'swimming' in the bath tub to see if I can get him additional exercise on a daily basis other than playing. It will be nice this weekend and I can walk him again, but these winters are just not doing his tubby butt well. Any suggestions??? I was looking at a check up report card I found from 2004 and he was 5.5# and marked between normal and overweight. I weighted myself and then again with him about a month ago and he's almost 10# OMG!!! I know it's harder to take off than to put on, I am open to ANY SUGGESTIONS PLEASE!
