If you don't want to keep her for any reason that's ok, but find a Yorkie rescue and give her to them so she has a chance of a normal life.
Her hair is probably just matted from non grooming.
Thank you for doing what you are doing to improve her life. I hope you keep her since I think it was fate that brought you together.

I hope she comes back on to let us know how this little girl is doing. I agree with you 10000% that she is most likely a mill cast off.
I want to make sure that she is being taken good care of and will have a happy life. Stories like this are just so sad but unfortunately a very real part of BYBer and mills.
