I use a tray from Petsmart that holds the pee pad in place and it works great for us! I think it was about $22. She has never tried to tear at the pad in the tray and the tray also stays in place because it has rubber stoppers at the bottom. I also think that the tray helps a puppy distinguish the difference between going potty on the pad and going on the floor.
I would get the tray and also make sure you have plenty of toys in there too... maybe a peanut butter filled kong to occupy time!
