When I used regular pee pads I did tape them down. Now I use something called Pish Pads. It comes on a roll and is not papery like regular pads. You can cut them the size you want them. The roll I ordered was 24 inches wide by 5 yards long. (I will by the 36 inch wide next time)They are washable. It is cut to the size of the pen so the pen itself holds the pad down now. I have the pen set up to 2 ft wide by 4 ft long. We put him in and could close the door on it if we needed to walk away. The only place he could go was within that area. He had no choice but to potty on the pad. After a while he knew that within that area is where he is supposed to go. We leave the door open on the pen and he jumps in when he needs to go and jumps out when he is done.
