Some rescues do, others don't purchase from the auctions. And, if it were to purchase just those that would otherwise be destroyed, I wouldn't have any problem with the practice. But that wasn't the case with this specific rescue.

No, it isn't the best use of funds, especially when there are dogs within the rescue that have medical needs and/or rehab/training needs that are not dealt with.
