Default Puppy pad help.

Hello YT. I haven't been on here in ages. I've been moving and packing and moving again. UGH. Finally, we are moving permanently. We are moving into a condo and I will be working so it'll be difficult to have zoe taken out all the time. SOO.. I was thinking about pad training her so that she doesn't have to be crated while I'm not home. I got some pads. (I got the petco brand to try it out because I didn't want to spend lots of money of them. Just testing them out.) So I realized after that the pad has no scent to attract her. I then took her out to pee and dabbed the pad on the spot she pee'd so it had "her scent." I then laid the pad down in the living room where she could see it and she would go by and smell it and stop and smell but went to pee elsewhere. So today, I blocked off the bathroom and put here in the bathroom with her food and her bed and pad and she hasn't gone. She's been in there for a few hours and nothing. She didn't pee on the pad, or off the pad. I know I am doing something wrong so can someone please take a minute and give me some insight? I was crate training her before and she was actually doing well. She would have some accidents but I had to make sure I took her out maybe 2 times an hr. If she had to go she wouldn't notify me. HELP.
