I agree with everyone. I would not do anythink until you personally hear from the management. If the notice is real, they will contact you again.
Years ago I rented a "no pets" home and bought my first yorkie. The landlord came by for some reason and she barked, we just told him she was a family member's dog that we were taking care of and he had us pay a pet deposit. We bought our own home shortly afterward.
I would make giving the dog to someone to care for your last option. If you are moving anyway, tell the roommate to deal.
