My Toby went after any dog, big or small. Don't know why except that the previous owners allowed him to be attacked by two Golden Retrievers and I think he has a fear of larger dogs but I took him to obedience classes and had full confidence in him that he could be trusted off leash around other dogs. I guess it was a matter of reprograming him and training. He still does not like other dogs and he takes him a bit to warm up to people. He gets along fine with my three female maltese. So don't know why your Tobie has issues with Boxers.
