I live in a small townhouse that open up to a large community backyard. What I do is put up 3 x-pens around my patio and a portion of the grass. That way when I let them out all I have to do is open the door and walk out with them. The townhome is not large and we do just fine with two. Its just a matter of sharing.
I definitely would consult with the landlord about the pet policy though. Get it in writing! Best of luck!
