Once she nurses them a little, that will allow some oxytocin to run through her system and possibly kick in her mothering instincts. (released in the brain) Try to keep calm, and the steak idea may work well, I would act quick or get those pups warm with a heating blanket and as a second option have someone get you store-bought puppy milk to hand feed them if need be. Try your best not to scare her and force her to do much without being very calm. I would hold my girl there, but do it very calmly so she knows what you will expect her to do. Keep us posted.
