A few things can be going on
One of my pups had a similar problem when he was younger
If the hair near their anus is long it can catch some of the stool and harden
so check ... if thats the case cut the area around their rear end
also ...if you are feeding your pup hard food make sure they are getting plenty of water
you might even want to put in some fruit or vegetable material in their food to soften their stool
I came home one time to find one of my pups had pooped in his crate and it had become impacted all around his rear end
probably because he was trying to get it off and it inflamed his whole rear
