Joey's breeder recommended that food be available 24/7. This is important for smaller breed dogs, because they are succepitcal to hypoglycemia, that's when the sugar in the blood is too low, and that can cause numerous symptoms, including loss of appetite. Small dogs can use their energy reserves so quickly; a short play period can cause this, as well as being anxious about something. There tummies don't hold all that much, and so they may seem full, but a couple of hours later get hungry, if you don't have food available for 2 more hours, they could be having an attack of hypoglycemia at that time, and not even be interested in food, yet food is the very thing they need. Most breeders recommend free feeding till about 8 months of age, some people continue to free feed all the adult life of the dog and there are many advantages to this. Dogs that are allowed to graze all day seem less food obsessed. So the answer to you question is yes, she's to young too put on 2 feedings a day. Yorkies have many needs that are different from the larger breeds. Joey still eats 3 times a day, we found this works better for him. The late meal is very light though.
