I was a buyer at one point and time and papers are deffinatly NOT important for a pet quality dog. I have seen papered pups that are sick and have genetic diseases, i agree that people looking for a pup might see that a pup doesnt have papers and think twice, BUT, nowadays with the amount of puppymills and other questionable breeding practices (who offer pups with AKC registration), are not necessarily a reliable way to ensure that you are getting a better pup. A healthy pup is number one on anyones list when getting a dog, but some people may see that a dog has papers and be mislead. To each his own of course, but common sense should be a prevailing factor. You get youre good ones and bad ones as with everything else in life
