Our trainer encourages people with smaller puppies to use a harness, for the fact that, collars might cause tracheal damage, if snagged or pulled-on too hard. The use of a harness was also recommended by my breeder. Plus I'm still pretty weary right now about using a collar, since Nemos he is still a pup.
