ParrotLady, I would suggest that you crate her and then just give her five minutes or so outside to potty. If she's getting fifteen minutes outside, there's not a ton of motivation to potty for you. Also, taking her out every fifteen minutes is giving her a lot of freedom. Why don't you try every 45 or so?
