My yorkies were outside pottiers. My male was a champ. Learned very quickly. Female (2nd)picked up by observation. They always went out at the same time. She moved from paper which she had started on at the breeders, to right outside when we got her. The trick was that I let her tinkle on a piece of newspaper and I took it outside. She started going on the paper outside right away. I didn't go out with them. Hooked them on leashes and closed the kitchen door ( They liked to go in private). The would go in about 30 seconds. That door and the lawn chains signified bathroom. Walks were different--that was for fun.
Babysat an additional yorkie who was going to spend a few days that had never gone outside. Had her going "out" on the first try. all three at once. Never underestimate the power of imitation.
