After whelping, it takes a couple days for the Mom's uterus to contract and what you'll see is heavy panting, especially when the pups nurse. Their sucking action helps to contract the uterus. I'm not saying nothing may be wrong but the panting is a normal post-whelping behavior. The vet can give her an oxytoxin shot which will help the uterus contract and can also help in milk production. If you're worried at all you should see a vet and if you think it's an emergency, maybe call an emergency vet and see what they think. No one on the internet is really there so any advise is limited by that. Better to be safe than sorry.
