As you said this is something new ..... you didn't have neighbors making noise before
He is just reacting to these new sounds and he'll likely settle down once he realizes that these sounds are just background noise
What you can do in the meantime is accelerate this process when you hear a noise and he DOESN'T bark
tell him what a good boy he is
Don't scold
because the heightened emotion feeds into his barking
