Puppy school. If that is not possible, then: When he tugs, stop. Turn around. Ignore him. When he is quiet, start moving forward again. When he tugs. Stop. Turn around. Ignore him. Eventually he should get the idea that the only way to move forward (which is what he wants) is not to tug. If that does not work, and it takes much persistence, try a harness that attaches the leash on the chest rather than on the back. A Gentle Leader is one such brand, you would need to purchase the Petite size. This worked well for my girls. Just be careful as the swivel on the leash hook can get tangled up in the chest hair. I wrapped mine with some tape. Good luck.
