My girls scratched when I used Minksheen. I use Espree Silky Show Shampoo.
I would eliminate treats, and some dogs have a problem with duck.

The Sergeants Tick and Flea shampoo probalby dried his skin out quite a bit.

I would suggest Espree Oatmeal Baking Soda Shampoo, to relieve his dry, itchy, flaky skin.
