Hi. Welcome to YT!
My 1st Yorkie tried to pull that one over on me many years ago. Trust me, put Tobi's food down, walk away, and ignore him. Leave it 20 minutes and if he doesn't eat, pick it up.
You may want to check his mouth first and see if he is teething. Sometimes when they are teething, it hurts for them to pick up their food.
