I'm honestly not sure what it is like more recently. According to friends who still live there, a lot has been "cleaned up" in the government in the last few years, though I don't know if that applies to the department that oversees quarantine-- and at least they have the five day option available now if you do some legwork before hand. It may be a lot better than it was back when I moved there in the early 90s.

I'd really hate to dissuade you from moving there. It's actually a very nice place to be-- I can't think of a better place to have grown up, and I loved every moment of my childhood there! In fact, the only really negative memory that I have of my entire experience in Hawaii was what the poor dog went through to get there.
