What it amounts to is that some dogs (even females) like to hike their leg and the jug in the middle of a pee pad gives them a target.
Plus it helps keep the pad in one place. Some puppies love to destroy pee pad, especially the disposable ones. I use the washable ones and the jug in the middle works great.
