This is such a heartbreaking issue, and is very common in many areas. I know Puerto Rico has a terribly heartbreaking population of loose dogs...but it is all over. I'm trying to remember the name of a certain charity who works specifically to deal with/educate/spay-neuter etc. street dogs - I will see if I can find the info. It is very, very sad about these dogs.
