I have no experience with "indoor" training a dog, so take this advice with that in mind.

First, you are totally right. If your dog is eating the litter, DON'T YELL AT HIM! We made the mistake of telling our pup "no" when he rang the bell to go outside and we knew he had just been out and didn't need to go. It has been about a month since we stopped doing that, and he is just now starting to occasionally ring the bell again when he actually does need to go out.

If you are worried about the box scooting and scaring him, maybe you could try a flat cement block in the box and under the pad? You know, the kind you would use to make a small walkway through a yard. I don't know, just an idea. If my pup had litter in a box, I have no doubt he would think of it as his snack box instead of his pee box, lol.
