Default frustrated with housetraining...

yes i know many people have problems with housetraining (and many don't) and i've been reading up in previous posts. Unfortunately i know i can only blame myself for the most part because my husband and i both work crazy hours so consistency isn't so much.
anyway, p-nut was doing pretty well with the pads, sometime he would be half and half. well i thought if i got him a litter box then there would be no risk of missing. so we set it up in the same spot where his pads usually are in hopes that would intrigue him to go. he has no problem getting in and out of the box, however he only does this to try and eat the litter and is peeing right next to the box!
so a few questions/opinions...1) do you think that putting a pee soaked pad under the litter will help him? 2)also do you think i should put one pad half under the pad or would that be too confusing? 3) how do i get him to stop trying to eat the litter? i don't want to yell at him because i want him to go in the box, ya know
sorry for the vent i really want this to work
