I would agree a one dog home would be best for him. Most dogs love companions but there are always one or two that are better off on their own. Please don't put him down, he doesn't deserve that. He just needs a home where the person has all the time for a dog to do some training and work with him on it.

Shock collar never solve any problems. They get worse with it.
