If the vet was told no and he did it without consent, he needs to be reported to the state veterinary board. It is against the law to make those kinds of decisions for his clients, however, he could've required it to hospital the dog but would still need consent to give it.

That is true! They will sometimes even try to talk you out of what your breeder has told you as well! I worked with a vet that would do that ALL the time!
