Our Lhasa Poo freaked out at the drain at the end of our driveway last year. She found a raccoon in it bigger than she was! I called animal control they came and got it out.
I hate to even say this but when I worked in a vet office one place we had to tell people to check was DOT. When workers pick up animals who are wearing anything that can I them they log them into a book. Sadly alot of people have found their pet this way. I don't know if the DOT in your area does this or not. I hope he is returned to you safe.
