These vocal ones can be a challenge sometimes. My Gracie Ruth has an opinion about everything and she'll let you know it. Don't know where she gets that from...must be her Daddy.

Try ignoring her when she barks. Only give her attention when she's quiet. If you're on the phone, put her in another room, tell her Quiet and close the door. When she stops barking then she can come out and get a treat. If your roommate is putting her in her play pen, tell her Quiet and hold her until she stops, no petting or attention, then put her in and give her a treat. Give the command, turn your back on her when she barks and ignore her until she's quiet and reward with a treat.

It'll take a little time at first, but if you are consistent she'll start to figure it out.
