You DON'T tell him no over and over again
It's NO! once and ONLY once
and then you walk away
as far as giving him a chew toy after he's been biting you might as well say Good Boy! too
Because you're rewarding his bad behavior
Biting and rough play is very common in puppies ... they don't know their boundaries and there level in the family pecking order yet
older dogs will give a nip and a loud bark when a puppy goes too far
what you need to do is say NO! or NO Bite! and walk away
no toys no further discussion
and you'll see he'll get the point very quickly
You might want to also check your role in this too
if you are playing rough with him
he's going to bite harder
