If it was my dog and I HAD to give it, I would only give 1/3 - 1/2, however, this isn't really sound advice because the company won't take responsibility if it isn't effective and your vet may disagree.

I used a whole dose on Ellie when she actually go fleas... Otherwise we use nothing but lymes isn't a concern here.

I don't think it is okay to use it but it may be necessary.
I really don't think it's okay for any animal all the time.
The package does say that it can be effective for up to 3 months though for fleas (don't know about ticks), so you might consider giving it less often.
