when we were training to the pad, we watched like a hawk and gave treats whenever they did their business on the pad. Did you move the pad at all? I moved the pad too much one time and sure enough, Maggie squatted where it used to be and did her business.
Can you put some urine on the pad so they can be drawn to it to go? Also, it may help to have a phrase to tell them to go. I use, "do your stuff". You should wait until he actually is doing it and say the phrase-over and over at first and give treat. He will get the idea! Good luck.
