Have you caught Harley in the act of peeing on the carpet and corrected him right away? Also, what have you used to clean your carpet with? My little one was used to going on the carpet at his first home, and when we trained him to go on the pad, he would still use the rugs in our house. We would just watch him constantly and when we would catch him in the act, we would quickly pick him up and place him on the pad. He would get confused at first...and just sit on it and after not being able to hold it any longer, he would go on the pad again. There are products that you can get at the pet store so that deters them from going in places you don't want them to. Also, make sure that you use an enzyme cleaner on the spots on the carpet, otherwise Harley will keep smelling his pee there, and just continue to go there. You can also use a 10% white vinegar solution to kill neutralize the areas so that he doesn't go again. Dogs tend to go where they smell pee...which is basic, so using the acidic vinegar will neutralize the odor. Hope this helps.
