 i really have no idea what kind of mastiff it is... it looks liek it could be a bull mastiff but also may be an english mastiff... which isnt on the restriction list....

  I'm really surprised they make a distinction between the different breeds of mastiff's. All mastiff's are big dogs and really not suited to an apartment anyway. 
I'd still make my concerns known to the apt manager and then make a written record of the conversation. If the manager fails to act and something bad does happen, guess who's on the hook for liability along with the dogs owner 
 
 
Talk to some of your other neighbors and see if they have had similiar experiences with this dog and you can all approach the manager together.
