ugh. I think I'd have a talk with the apartment manager. This sounds like a potentially dangerous situation for not only you, but everyone else that lives there. If the lease states no rottweilers, then they're breaking it.
Personally, I don't care for big dogs. It's not only the dog's potential to harm people, it's the failure of the owners to properly train them and control them.
