Don't allow him run of the house. For the time being, you might have to take up your oriental rugs until he's reliable and confine him to one room with puppy pads unless you can be right with him.

Get a blacklight to locate the spots and apply Nature's Miracle to them. It'll remove the smell where the dog can't even detect it. Unless you clean every spot, he'll go there again and again. So it's imperative that you do this.

DO NOT punish him for weeing on your floor unless you catch him in the act. When you do, a firm NO! and immediately take him outside is most effective. Praise him like he'd just won the lottery when he tinkles outside.
