Yes, this is the sort of collar Twinkle has but I use a harness for walks. When she was longer my MIL walked her for me and, not realising I use a harness, attatched the lead to the breakaway collar. When another dog frightened her, Twinkle managed to free her head from the collar and ran away! It was so frightening
I think a harness is definitely safer.
