They give the same dose because it takes a certain amount to get an immune response. Immune systems are the same in all breeds...
Lethargy is normal. Just make sure his gums are pink.
It sounds like he got rabies. For next time, because of the high reaction rate of this vaccine, it should be given on a different day from other vaccines at least two weeks before or after. That may be given in the leg (rear normally I think) but the DHPP should be given subQ over the shoulders.
