Aw I'm sure he will get it. Those steps are intimidating to a little guy. They are soooo high! He is soooo little. What if you just put him a few steps down from the top maybe 3-4. Will he go up then? If he does then do that for a while just add another step down after a while. A little at a time might work to build up his confidence. It's worth a try.
