Yes, you should be very concerned that it what that indicates. In many states, it's actually illegal to place pups under 8 weeks, so depending on the laws in your state, she could actually be running an illegal breeding program. As most can tell you, it's not advised to place Yorkie pups until around 12 weeks of age. I would seriously question any breeder who placed them when there were very young.

As others have pointed out that there are many questionable red flags with this breeder. If you choose to ignore them and support that kind of practice, that is of course, your right. I would however, advise you to prepare for any consequences you may face as a result.
